Weaverville Fire Protection District (WFPD) is an independent special district formed in 1898. We have been a Firewise community since 2008 and provide cooperative wildland fire management activities in coordination with state and federal agencies. The WFPD boundary encompasses approximately 4,073 acres but the District has historically responded to a “Goodwill Response Area” that extends well beyond the District’s boundary and sphere of influence (SOI) that are not within any local jurisdiction responsible for providing fire protection services. WFPD is seeking to annex its Goodwill Response Area and establish/increase a Special Tax or Assessment that would provide sustainable base funding.

Project Description Narrative (1,000 character limit)
The purpose of the project is to help create sustainable base funding to support WFPD’s continued fire protection and emergency response services within the current District Boundary and Goodwill Response Area. WFPD is actively working with Trinity LAFCo to update the District’s SOI to match its out of district Goodwill Response Area. In order to pursue annexation, WFPD needs additional funds to get across the finish line. We are seeking technical support funds to allow us to continue working with Planwest Partners Inc. to provide pre-application technical assistance for annexation of Weaverville’s Goodwill Response Area, that includes a) preparing a plan for services and application supporting documents to be submitted to LAFCo, b) developing a draft ordinance and summary documents to establish/increase a Special Tax or Assessment, and c) advising on the annexation process, election schedule, community engagement approach, and associated activities.

This project will help to expand the boundaries of the Weaverville Fire Protection District to establish legally binding responsibility for fire and emergency response within our Goodwill Response Area. WFPD will also seek to establish/increase a Special Tax or Assessment that would provide sustainable base funding to support our continued fire protection and emergency response services.
This project will ensure continuity of fire and emergency response in an area not currently protected by a Fire District or other legally responsible entity. The project will further support cooperative wildland fire management activities in coordination with state and federal agencies and community-based risk reduction.
