Technical assistance for the "Tolowa Dee-ni' Nation (Nation) Tribal Community Wildfire Protection Plan Facilitation" will support the Nation in self-determination efforts to appropriately and efficiently plan, prepare and reduce the risk of wildfire incidents for the tribal lands and resources of the Nation. The Nation is seeking technical assistance to facilitate the development of the TCWPP including: 1. Develop an Outreach Plan 2. Develop TCWPP goals and objectives, 3. Develop an Outline for the TCWPP, and 4. Develop a scope of work to inform the request for proposal for the development of the TCWPP.

The Nation has recently been approved to receive funding from the United States Department of Agriculture- Community Wildfire Defense Program in the amount of $250,000.00, for the development of a Tribal Community Wildfire Prevention Plan (TCWPP). The Nation is seeking technical assistance to facilitate the development of the TCWPP including: 1. Develop an Outreach Plan to identify and convene key leadership, community members, interested parties, decision makers, and initiate collaboration with federal, state, tribal and local agencies, 2. Develop TCWPP goals and objectives, 3. Develop an Outline for the TCWPP, and 4. Develop a scope of work to inform the request for proposal for the development of the TCWPP. While the Nation is building expert capacity to address these needs in the future, we do not currently have available staff with the intimate knowledge of this particular plan development, contract and project needs.

Technical Assistance to facilitate planning for a Tribal Community Wildfire Protection Plan will enhance Federal , State, and local plans that attempt to address impacts of wildfire to the area, though they lack continuity and leave gaps in wildfire preparedness and response efforts. They also fail to include Indigenous knowledge and priorities. A TCWPP will also enhance the planning efforts of neighboring land and resource managers by providing continuity and a current risk assessment with appropriate mitigation recommendations.
A Tribal Community Wildfire Protection Plan (TCWPP) will inform the risk of wildfire impacts to tribal lands, resources, facilities, and infrastructure throughout the Nation's tribal lands on and near the Reservation and enable the Nation to increase capacity to restore and maintain landscapes, create fire adapted communities and improve wildfire response.
