Kneeland Fire Protection District (KFPD) is a 100% volunteer-run, independent, special district. We have been a Firewise community (since 2015); actively implementing education and fuels reduction projects. The KFPD encompasses 25,000 acres but Kneeland has historically responded to a “Goodwill Response Area” that is more than twice as large as the District itself. Long standing funds previously secured to support our out-of-district response will no longer be available as of July, 2023. The KFPD is seeking to annex this Goodwill Response Area and establish a Special Tax that would fund our continued wildland fire and emergency response and expand our Firewise activities into that area.

The purpose of the project is to help create a sustainable funding source for KFPD’s Firewise activities and wildfire response in a 60,000-acre Goodwill Response Area (GRA). The Humboldt County Fire Chiefs’ Assoc. has historically committed funding to support our out-of-district services. These funds, representing 40% of our annual revenues, will sunset in July, 2023. To fill the gap, KFPD has been working to annex the GRA but needs additional funds to get across the finish line. We are seeking technical support funds to allow us to continue working with Planwest Partners to: a) develop and submit an application to LAFCo to annex the GRA, and b) draft a ballot initiative that would establish a Special Service Zone for the annexed area with a unique Special Tax to support our response and Firewise activities in the annexation area. The project will support greater fire resiliency associated with increased Firewise activities and fire response across a 60,000-acre, high fire-risk area.

This project will help to expand the boundaries of the Kneeland Fire Protection District to establish legally binding responsibility for fire and emergency response across 85,000 acres. The project will secure a sustainable revenue source to provide these services and expand our Firewise activities to 60,000 acres of land with a High and Very High Fire Hazard Severity designation.
This project will ensure continuity of fire and emergency response in an area not currently protected by a Fire District or other legally responsible entity. The project will further support the expansion of Firewise activities (such as risk assessments, education, fuels reduction, evacuation planning, etc.) to 60,000 acres of timber and ranch lands.
