Implementation
In partnership with the Hoopa Wildland Fire Department, this spring a group of Hoopa residents re-vitalized the Hoopa Fire Safe Council, which had been incorporated as a Tribal non-profit several years ago, but hadn't continued to organize. The group identified two primary goals: to encourage residents to create defensible space around their homes; and to encourage residents to work with the fire department to safely conduct small cultural burns on their property. The group needs a strategic plan to guide activities going forward.

Homes in the Hoopa Valley are at very high risk from wildfire due to build-up of fuels, especially invasive Himalayan blackberry. Although the Hoopa Wildland Fire Department devotes considerable resources to clearing land around homes and on the valley floor through its WUI crews and machinery, they can't be everywhere. Residents are eager to know how they can help make their homes as safe as can be. Some residents want to safely conduct small burns to improve the health of cultural plants growing on property they manage. The Hoopa FSC, a tribally chartered non-profit, can serve as a critical link between the Wildland Fire Department, other state and federal fire agencies, and community members. There is now a rapidly growing community interest and the Hoopa FSC needs a strategic plan. With the guidance of a facilitator familiar with the work of other FSCs, we can draw up a workplan for the next 3-5 years, identify partners and resources, and grow community support.

This project will help to build the Hoopa Fire Safe Council, develop local partnerships, and create a strategic plan.
Technical assistance is needed to develop a strategic plan and build the capacity of the FSC.
Hoopa Fire Safe Council plans to grow and develop partnerships, conduct outreach, and engage the community in forest health and fire prevention efforts.
A key activity Hoopa FSC wishes to undertake is to reduce hazardous fuel loads and revitalize forests through cultural burning.
Another key priority of the FSC is to increase defensible space around homes and community infrastructure.
